Turner Construction has reached a major construction milestone on the Applied Technology Education Center (ATEC) at Hudson Valley Community College (HVCC) in Troy, New York. The project, valued at $64 million, recently celebrated its topping out, marking the completion of the building’s structural framework.
The new 130,000-square-foot facility is expected to open in 2027 and will provide students with modern training spaces designed to prepare them for careers in several fast-growing industries.
Training the Next Generation of Skilled Workers
When completed, the education center will support programs focused on advanced manufacturing, semiconductor technology, engineering, robotics, and clean energy.
The building will include specialized laboratories, flexible classrooms, collaborative learning areas, and hands-on training spaces designed to match the needs of today’s technology-driven industries.
College officials say the facility will help students gain practical skills that are increasingly in demand as employers continue to expand operations across New York and beyond.
Construction Continued While Campus Remained Active
Throughout construction, Turner Construction coordinated closely with Hudson Valley Community College to minimize disruptions to daily campus activities.
The project team balanced ongoing academic operations with construction schedules while maintaining safety standards and keeping the project on track.
Growing Demand for Technical Education
The new center comes as New York continues investing in advanced manufacturing and technology industries.
One of the state’s largest economic development projects is Micron’s planned semiconductor manufacturing campus in Clay, New York, which is expected to create thousands of jobs and increase demand for a highly skilled workforce.
At the same time, the state is adjusting policies that affect other technology sectors, including new environmental requirements for future data center developments.

Hudson Valley Community College expects the new facility to welcome its first students in 2027.
